Avira Premium 9 - Slow browsing speed

    I just averaged the speed with a download manager.

    Thats the issue, your DM is showing the cached speed from Avira web scanner. Install a download meter like Bit Meter or Net Meter or DU and you will see the true speed at your adapter.
