NBN fix involves a $20 billion write-down of the project that would hurt Morrison Government surplus goal

John Howard spawned the idea, Kevin Rudd forced it into existence, Tony Abbott wanted to throttle it, Malcolm Turnbull saved it from almost certain death and now Scott Morrison will have to carry the can for it.

As a cautionary tale of the potentially caustic brew that can result from the intersection of government and investment, politicians and infrastructure, the National Broadband Network has it all.

What should have been a landmark project that projected Australian telecommunications into the modern era has turned into a decade-long debacle, marked by political infighting and cheap point-scoring.

After a series of roll-out miscalculations, what will be delivered on completion next year will be an expensive, sub-standard product incorporating a mix of retrograde technologies with higher running costs that, ultimately, will require a great deal more investment.

It's more expensive than the old ADSL service it replaced, and, at least in the experience of your columnist, it's often no faster.

In my case, it's cheaper and nearly twice as fast as ADSL2 was. Unfortunately with my fibre to the mode connection, I'm stuck with the 25Mbps plan. It's not as fast as I would like, but in reality, is fast enough.

I'm one of the lucky ones, who doesn't suffer from dropouts. I had some major issues when I first switched to the NBN, but my ISP made some changes and sent me a new router and this fixed the issues.

My NBN is fixed wireless.

I guess I'm one of the lucky ones too. At first I was regularly getting nearly 25 mb/s (up from 10 mb/s max on ADLS2), then at some point it was slowing down to 1 mp/s download speeds at times. I contacted the TIO and sent them a file with a pile of speed test results. Things slowly improved.

I'm now getting consistently just under 50 mb/s download and around 8 or 9 mb/s upload. I never made any change to my account and am not about to quiz my ISP while I'm getting those speeds.

Originally my plan was 200 GB/month, then my ISP doubled that. They took the limit away on their own and I'm on unlimited now.

The company responsible for deploying the National Broadband Network (NBN) across Australia has taken the wraps off its Sky Muster Plus plan, first flagged in November last year.

The service will see NBN offer a Layer 3 service, that will enable it to exempt certain traffic from its data quota on satellite services. NBN warned customers that the use of VPNs and moving data across non-HTTP/HTTPS ports will mean that data will be counted towards the quota.
Sky Muster Plus offers a standard 25/5Mbps service, with the company saying that depending on network capacity, users may be bursted to higher speeds.

During evening busy hours, 7pm to 11pm, NBN will shape operating system updates to 265kbps, and said application, games console updates, and "non-system software updates" would count towards the data quota.

The three plans offer 100Mbps download speeds, 20Mbps of upload; 250/25Mbps; and 1000/50Mbps. While the first of the trio will be available across all of NBN's fixed line technology, the latter two are currently slated to only be available on fibre-to-the-premises and HFC networks, with fibre-to-the-curb being considered.
The whole cost of the new plans, respectively, will be AU$58 per month for 3.75Mbps of included capacity, AU$68 per month with 4.75Mbps of included capacity, and AU$80 per month with 5.75Mbps of included capacity.

Speaking at the Australian Communications Consumer Action Network (ACCAN) national conference in Sydney last week, Vocus CEO Kevin Russell said the CVC charge is a download tax.
"It is a completely artificial tax. It charges something for nothing. It creates artificial scarcity where there is none," he said.
"If NBN won't set prices which are fair for people on low incomes, the ACCC has the fallback option of making an access determination, which would give it the power to directly regulate pricing for those 7 million premises," Russell said.

In July, a study conducted by Link Economics on behalf of Telstra found Australia has the most expensive broadband in the world, and when it slips to second place, Austria takes out top spot.
