    Career bureaucrats expanding their empires - clashing with iconoclastic professors.

    Has rather eerie similarities with systems inflicted on Cambridge and Oxford universities some while back.

    The bureaucrat's defense: “privacy perishes in the absence of security.” is standard misinformation, presuming you can't have both. Of course, it may cost a bit more, and require some consultation, but I guess that's the opposite of what the central authorities want.
