I put in some basic iptables and ip6tables rules as administrative user (Ubuntu, from command line). Will those rules be in effect for other users? If not, how do I make them effective for all users?

    They apply to all users.

But how did you apply them? With just "iptables ..." they don't persist after reboot. In Debian family, the easiest way uses the package iptables-persistent.
