My entire PC doesnt seem to be able to open any of the shortcuts on my pc when I do try it opens the "Open With" Box, firstly I thought this might be a user account issue but im unable to goto anything that backtracks to rundll32.exe such as Control Panel applications or background properties, Now Im positive I have the rundll32.exe file in my system32 folder but my pc doesnt seem to be able to find it itself. Im not sure if its a virus or not but would love some help.

    Rowdy.

Try downloading/installing the following tweak from http://www.kellys-korner-xp.com/xp_tweaks.htm

    20. Restore IE Desktop Shortcut Icon Functions
    http://www.kellys-korner-xp.com/regs_edits/iedesktopshortcut.reg

You might want to backup your registry before installing the .reg file (double-click to integrate changes into your registry)

If you have no other means to backup/restore registry, you can use the freeware ERUNT: * Registry Backup and Restore
    http://www.larshederer.homepage.t-online.de/erunt

You may also be infected, so I would recommend a full-pc scan from the usual websites:

    Housecall: http://housecall.trendmicro.com/
    http://uk.trendmicro-europe.com/enterprise/products/housecall_launch.php
    Kaspersky: http://www.kaspersky.com/virusscanner
    bitdefender: http://www.bitdefender.com/scan/license.php
    Malware: http://virusscan.jotti.org
    F-Secure: http://support.f-secure.com/enu/home/ols.shtml
    Panda: http://www.pandasoftware.com/activescan
    RAV AV: http://www.ravaantivirus.com/scan
    eTrust: http://www3.ca.com/virusinfo/virusscan.aspx
