Today, David Anderson QC has published his nominally independent review of the operational case for the Bulk monitoring and interference powers in the Investigatory Powers Bill before the UK Parliament.

Broadly, it concludes that the powers do have operational justification, at least in some instances - despite that not having been the case in the US. I haven't read the full report, and it's not clear whether they have or will properly balance the costs of using these methods, particularly for wider society and business.
