In the setup tree the page for "allowed removable media" is greyed out, even the slider bar does not work. Is this a bug or 'not-implimented' feature?

I have NOD32 V4 beta installed on an XP Home SP3 and ESS V4 beta installed on a Vista SP1 and this is true for both installations.

I noticed also that real time file protection was not enabled and could not be set until I rebooted.

First you must block removable media, then you can set exceptions in that window.
