I don't see the problem
There are a few words in Dutch at the opening page, but the pages for NIS/AtGuard are in English; at least that is how I see it

Starting at this page:
http://www.capimonitor.nl/index.php

You click on "Atguard & NIS"

 

Then you come at this page:

http://www.capimonitor.nl/Atguard%20&%20NIS/

 

And after clicking on for example "File check" you come at the page for NIS File Check:

http://www.capimonitor.nl/Atguard%20&%20NIS/_loadurl.php?filename=niscrc.php

And here comes a little screenshot of that page; it is in English
