About IP changing/hiding software

I have come across promotions for IP hiding software that use a proxy server. I have no idea what that means, but it promises enhanced privacy. What are the advantages to IP spoofers if there are any? If they are useful, can anyone direct me to the best, most reliable software for spoofing/altering/cloaking my IP?

This may or may not pertain to the subject, but I will throw it in the air in case it does. My friend, who I shall not name is considering IP modifying software since he has an affinity for horrendous internet content (eg. animal pr0n). Unfortunately, he lives in the US. Will he find such software useful? What other things can he use to keep my internet habits private?
