That is a great method. I do the same thing with my encrypted archives. By using somewhat easier passphrase entrances a hacker would gain acess and run with decoy stuff that leads to nothing valuable. The good stuff for me, and for the networks in your example might get ignored while the "bad guys" go down a rabbit hole. LOL!
Yes, I've also read somewhere, that French government used deception techniques with some success, when they tried to protect their elections from hackers. I guess that we'll see more of that being used in future.
