I don't use one but believe many do,

Not sure re. the USB blocker if you mean like this Nick Brown's method,
it's what I manually added to the registry on XP and there is a 'Auto'
version available, but don't go near 'Hasta La Vista' so am not
sure if anything works on it.

IMO the best Windows-based live cd is UBCD4Win.The RAM requirements will vary depending upon which plugins you're going to use but I'd guess you'd need a minimum of 256mb.

Other projects, based upon Vista can be found here.

The UBCD4Win/VistaPE are independent of the installed OS but if you mean will you be able to run an AV scan, etc on a 64bit native system, then the answer's no.

*Edit* I've never actually tried but that's my guess.

is there such thing as a vista boot cd as in the cd is used as a bridge to get into your vista hdd os because ubuntu's cd does exactly that but works of ubuntu's os, is there a vista one thats exactly like that?

or do these programs that were mentioned do exactly that? sorry its just the description of the programs is unclear in what they exactly do

Yes VistaPE and to a certain extent BartPE will do that. They both load a portable OS (XP or Vista) where your 'real' HDD + OS can be accessed for the purpose of malware scanning, etc.
