Very slow shut down and start up

When I shut down my computer, it says "saving settings". It takes forever to shut down. It also takes a long time to start up but not quite as bad. Start up says "applying personal settings".

Also, my cursor re-directs itself in the middle of my typing. I type and after a few letters or words, the cursor jumps to a different part of the sentence. How do I fix this? This started a few weeks ago about the time my computer got infested with spyware and more.
