Beta update seemed to work as well. Removed the exclusion from Chrome and it started up no issues.

Any known conflicts with Sandboxie? Since the update, Sandboxed Chrome fails to launch. Does not appear to apply to IE.

Check the hosts file. Had a similar issue recently, even after removing all malware, issue persisted. Had to unlock and reset the hosts file.

Sure, it can certainly add an ounce of proactive protection against unknowingly surfing exploited sites.
I would say HitmanPro may be your best bet for an on-demand scanner, but I have no experience using it with Dial-up, nor have I tried Sandboxie...
