I found my mistake. I was trying to install the arm64 version. The x64 version installed perfectly easy & fast. Now I'm on 23H2. Lesson learned....
Well I just tried installing the enablement package. It wouldn't install & gave this message. "This update is not applicable to your computer."

Try installing bios update to different media then try updating again. And check the hash of the bios update.
If the problem reappears after CMOS replaced & RAM reseated I'd have to agree & suspect the PSU.
And people are insisting there is no collusion between M$ & hardware manufacturers. I call shenanigans.
Making newer hardware a requirement when it's a false "need" is my gripe with MS.
