In the end, it all comes down to what kind of rootkit you are dealing with.
It depends. I wouldn't reinstall, reimage, etc. Windows if a system was to be infected with a PUP, Adware, Spyware, simple password stealer, etc....
No love for Windows 8.1, though I prefer it to Windows 7.
