Suggest a Partition Manager Package

I need a product that will allow me to reduce the size of my C drive partition.

Then I want it create a second partition for me. I use Paragon Drive Backup 8.0 which can create one but not change existing ones?

I'm open to ideas. Thanks in advance

The eye surgery to put in a lens for treating cataracts is amazing. Will do the second one early in January, zero pain takes 35-45 minutes.
