I have to say I am very surprised at how aggressive VBA32 is. It have 151000+ signatures plus (in my opinion) excellent heuristics. What are the downsides to VBA32, and using it's option to only scan new and changes files on-access? When can we expect test results from it?

I have a licence for it but I was wondering how it stacked up in user opinion to KAV, NOD or F-Prot?

It's still somehow behind for older stuff but they're working very hard.
It's quiet good against new stuff, especially because of heuristics which work quiet similar to NOD32 ons (not the same method but same way -> heuristics based on signatures to detects modified versions of existing malware).
They'll certanly get far and we'll hear more about them, trust me.

IMO, not many. Still a little rough around the edges, no scheduler and you need to be careful if you select paranoid heuristics. Further. it was a little behind on Adware/Backdoor/Trojan detection compared to some of the other AV's but they have improved in this area considerably in the last few months. The only potential drawback I can see is long term support due to the political situation in Belarus.

At the present time VBA32 appears to be very similar to an earlier Dr Web; very lightweight Guard, good detection but with a slow on-demand scanner and with some tweaking of the heuristics still needed.
Very similar to SpiderGuard and Smart-Mode. Just make sure your system is clean before installing VBA32, carry out regular on-demand scanning and check all files that are downloaded to your system.
Hopefully in the next test over at av-comparatives and VirusP is due to release his next batch of results, including VBA32, very soon.
