Cryptographic Services and direct x 9c

hi all

I'm running win98se and my version of directx 9c has become corrupted and needs to be reinstalled only trouble is that it wont reinstall because I keep getting the message that a cabinet file necessary for the installation cant be trusted

now after look round the net I have tracked this problem down to windows Cryptographic Services obviously this component of my computer install must also be corrupted and needing to be reinstalled only trouble is that I cant find anywhere I can download this component from

do any of you know where I can download this from ??
