Back in the day I used Black Viper's safest settings. I'm clueless what services I can change safely. Also hoping not to start another topic what can I do not to have Vivaldi peg out my CPU? Each tab is taking is taking 50-100MB. Typically I have 20-25 tabs open. I am running 16GB RAM.

I hate to be that guy but... the days of Black Viper and service tweaking are 20 years in the past. You probably won't get anything beyond a placebo effect to mess with any services. You may likely break something, and any services Microsoft wants on will get turned back on without your interaction. Feel free to experiment, it's your PC. I would make a backup first. You may need it in a couple of weeks when you discover something isn't working and you don't know which service it relates to. Best of luck to you in your adventures.
