I haven't see this on me boxen, as I tightly control when and what runs (and of course edge is disabled), but this seems to be simply part of the wider lowiqfication of the internet. Mrk

Back in the day I had to block Microsoft's repeated attempts to upsell me on Windows 10! I hate being pestered to do a forced upgrade. Didn't need nor want. This seems like a variation on the same.
