There are several Dutch news sites with articles about this and ASML.
I pick one, RTL Nieuws. But it is in Dutch so you have to use a translation program.
"Topman ASML: strengere exportregels voor China gaan ons allemaal raken"
    https://www.rtlnieuws.nl/economie/b...interview-asml-chiptekort-biden-handelsoorlog
    Last updated 27 January 2023
It is an interview with Peter Wennink, CEO of ASML.

    BTW:
Their top machine, the EUV-machine (Extreme Ultraviolet), was already not allowed to be exported to China.
Their less advanced machine, the DUV-machine (Deep Ultraviolet), is at the moment allowed to be exported to China. The US wants that to be stopped. But, as posted above, that could take months...

Now let's have a look at export restrictions for chips to Russia due to the war in Ukraine.
The last days there were long articles at the site of the Dutch public broadcaster NOS, investigating whether the restrictions work. No, they hardly work.
We are talking about chips made in the US, in the Netherlands, etc.

The long articles are in Dutch, so you have to use again a translation program.

"Miljoenen chips Nederlandse fabrikanten belanden in Rusland ondanks sancties"
    https://nos.nl/artikel/2461459-milj...rikanten-belanden-in-rusland-ondanks-sancties

"Dit weten we over de tussenhandel van Nederlandse chips naar Rusland"
    https://nos.nl/nieuwsuur/artikel/24...ssenhandel-van-nederlandse-chips-naar-rusland
