The US is trying to persuade allies to limit China's access to advanced semiconductor technologies, in a replay of its previous heavy-handed tactics against countries deploying Huawei kit in telco networks.

According to reports in Nikkei Asia, Japan is one of the countries that has had contact with the US government over the matter, and is said to be weighing up its options over which restrictions might be adopted, as well as looking to see how other notable US allies in Europe and elsewhere respond to the issue.

The US export controls, announced last month, blocked the sale to China of any chips for AI and HPC applications, as well as equipment that could be used to manufacture such products.

Nvidia touts a slower chip for China to avoid US ban

Two months after the U.S. choke off China’s access to two of Nvidia’s high-end microchips, the American semiconductor design giant unveiled a substitute with a reduced processing speed for its second-largest market.

The Nvidia A800 graphic processing unit is “another alternative product to the Nvidia A100 GPU for customers in China,” a spokesperson for Nvidia said in a statement to TechCrunch. “The A800 meets the U.S. government’s clear test for reduced export control and cannot be programmed to exceed it.” The new chip was first reported by Reuters on Monday.

A100, along with Nvidia’s enterprise AI chip H100, were placed under a U.S. export control list to “address the risk that the covered products may be used in, or diverted to, a ‘military end use’ or ‘military end user’ in China and Russia.”

Nvidia previously reported that the U.S. ban could affect as much as $400 million in potential sales to China in the third quarter, so the new chip seems to be an attempt to remedy the financial loss.

Nvidia isn’t the only one slowing down its chips in order to evade U.S. sanctions. Alibaba and Chinese chip design startup Biren, which have been pouring resources into making rivals of Nvidia processors, are modifying the performance of their latest semiconductors, according to the Financial Times.

An agreement on the proposed Dutch controls on exports of chip-making equipment to China could be reached as early as next month. These individuals also indicated that negotiations are ongoing and no final decision has been made.

The news follows Dutch Trade Minister Liesje Schreinemacher's announcement last month that the Netherlands is in discussions with the U.S. government about new export restrictions for semiconductor equipment to China. After Germany, China is the Netherlands' second-largest trading partner, according to CBS.

ARM will no longer sell advanced chip designs to Chinese firms amid U.S. export controls

Alibaba and other Chinese companies will no longer be able to purchase some of the most advanced chip designs from British company ARM due to concerns that the U.S. and U.K. will not approve the export of the technology to China.

The decision from ARM comes two months after the U.S. implemented strict export controls to prevent China from obtaining advanced chips or the technology and equipment necessary to manufacture high-end semiconductors domestically. The decision was made by ARM after determining that the performance of its Neoverse V series was too high to be approved for sale to Chinese entities such as Alibaba's T-Head chip unit. This decision will impact other Chinese companies in addition to Alibaba as well.

This is the first time that ARM has determined that it cannot export its most advanced designs to China.

The Biden administration has reportedly reached an agreement with the Netherlands and Japan to restrict China’s access to advanced chipmaking machinery. According to Bloomberg, officials from the two countries agreed on Friday to adopt some of the same export controls the US has used over the last year to prevent companies like NVIDIA from selling their latest technologies in China. The agreement would reportedly see export controls imposed on companies that produce lithography systems, including ASML and Nikon.

Bloomberg reports the US, Netherlands and Japan don’t plan to announce the agreement publicly. Moreover, implementation could take “months” while the countries work to hammer out the legal details. “Talks are ongoing, for a long time already, but we don’t communicate about this. And if something would come out of this, it is questionable if this will be made very visible,” said Dutch Prime Minister Mark Rutte on Friday, responding to a question about the negotiations.

According to Bloomberg, the agreement will cover “at least” some of ASML’s immersion lithography machines.

BTW:
Their top machine, the EUV-machine (Extreme Ultraviolet), was already not allowed to be exported to China.
Their less advanced machine, the DUV-machine (Deep Ultraviolet), is at the moment allowed to be exported to China. The US wants that to be stopped. But, as posted above, that could take months...

The last days there were long articles at the site of the Dutch public broadcaster NOS, investigating whether the restrictions work. No, they hardly work.
We are talking about chips made in the US, in the Netherlands, etc.
