At least from the title (I'd have to parse the url) your second custom filter list doesn't work in AdGuard MV3 because the $removeparam rule doesn't work. AdGuard Cookie Notices filter has 23273 rules. Too many rules when enabled with the 4 default lists enabled.
Even if not all default lists are enabled, by far not all rules from the two added lists are used. Possible there is some kind of compression or 'translation'. Otherwise it's hard to explain why these very small lists can be so effective. E.g. from the AG URL Tracking Filter are only 253 rules in use. About the $removeparam rule I only know this statement from AG: "$removeparam does not support exclusions (~) and regular expressions (regexp)" (source: https://adguard.com/en/blog/adguard-mv3.html). You know I'm a fisherman and cats steal fish....so I'm very cautious with cats. Cross-site testing is also important.
I'm testing extensions of Adguard MV3 with uBO Lite together, both out of box settings, no tweaks, uBO complete mode, and I'm noticing no browsing slowdown or any other issues. Actually I'm pretty surprised how well they coexist. It seems that the first filters uBO and then Adguard sweeps the garbage because the uBO's counter indicates more ads blocked than the counter of AG. Btw, what is the deciding factor which extension runs first? Is it decided by which extension is simply faster than the other one?

Hi, there is no reason to use both 2 extensions simultaneously with all filters enabled. Instead, it is possible to combine UBO Lite with only the "AdGuard URL Tracking Protection" list together with AdGuard MV3. With only 257 rules in UBO Lite it is possible to take advantage of the feature of blocking URL's tracking parameters that currently does not work in AdGuard MV3.
