hello I would like to know if it is possible in the windows firewall to block outgoing connections by default and only authorize certain programs, I tried but did not succeed thank you for your replies
Once you set Firewall to block all outbound except allowed apps, you need to allow svchost.exe or DNS requests will not work and thus the internet. It is much easier to use an app like Firewall App Blocker, Binisoft WFC or Glasswire.

In your screenshots you just allowed inbound connections for some applications, but they do not have outbound rules needed to connect to the Internet. To make your life easier, just use a tool like this one: https://binisoft.org/wfc
