It is from Microsoft, which is indicated by the url pcmanager.microsoft.com. It's been around for a number of months, but earlier versions were only in Chinese. I just tried it and wasn't overly impressed, as it didn't find much junk to clean, so uninstalled it.

Microsoft's PC Manager is currently in beta and is offered at the pcmanager.microsoft.com subdomain. As the page is written in Chinese, Microsoft is likely testing the PC manager beta in China first.
    ....
BleepingComputer has reached out to Microsoft to learn more about this new application and will update the article when we receive a response.

LOL, at least you are pretty alert. But it's hosted on microsoft.com so the chance that this would have been a scam is minimal. It's supposed to be an alternative to CCleaner, will check it out once it's officially launched.

Ran it under Sandboxie while in Shadow Mode just to have a look.
Auto Update and Auto start at boot pre-ticked (can be unticked)
    Defender Periodic scanning turning on.
When choosing to run a threat scan it runs Defender not your 3rd party AV.
Lovely little spelling mistake, threats (issues) are called treats :)

Will reboot now and it was all just a dream. Shame really I've always noticed that when under Sandboxie in Shadow Defender all browsers etc are blisteringly fast.

Had the same problem and that is solved by Downloading the offline installer from here:
    https://pcmanager.microsoft.com/HistoryVersions
Found that solution from the German link of @Brummelchen :
    https://www.deskmodder.de/blog/2022/10/21/microsoft-pc-manager-als-app-gesichtet#comments
But I wouldn't recommend this app in this beta version, it is not completely stable or error free.

Thanks, that works. Tried it for a while, not impressed. Also be careful when installing. On my system it tried to install an older version of a dll, which was intercepted by Windows and denied...

Tried latest from the Chinese site above. Still no go. I'll skip it for now.

I had no problems installing it on Windows 11 with the regular online installer. It enabled periodic scanning in Microsoft Defender, which I disabled.

I tried to install it under Sandboxie but the installation was stuck at 80% and OSArmor also blocked some powershell script from running, this PC Manager tool is probably garbage.

Why is this stuff hosted in China? And I'm pretty sure it sucks but has anyone tried it?

In China all in one tools are very popular. Chinese antiviruses typically includes extras like junk cleaners. I tried it when the first Chinese beta version was released and again when the English language version was released and didn't think much of it.

The MS cleaning tool has just been updated to v1.2.7.2 Public Beta. This tool does look interesting, but I haven't tried it yet, still watching from the sidelines.:isay:
