can you help me to create a list to block unwanted ips?

Hi

for years i have used peerblock to stop and block unwanted ips

i guess iblocklist are no more updated

iplists are constantly updated ,but when i download the local copy the extension is *.ipset or other extensions *.netset

is there a way to use with peerblock or other software ?
I don't want to use a vpn , but just block some ips
