if a program is blocked from internet by firewall a html link inside it can still connect because the browser is allowed to connect. Is there any way to say in X folder the browser cannot connect?

This gets more complicated than it sounds. At least in my opinion. Are you looking for the browser to have it's connection blocked when it is launched by another process or for it to not open the browser at all?

I'm looking to have it not connect from inside that program folder. I suppose it is that blocked program that launches it when it connects to the blocked programs site.?

So, as far as i understand, I am looking to have it's connection blocked when it is launched by another process.

It is a bit complicated to explain, sorry:doubt:

I think what you are ultimately going to need is some kind of firewall with application control. There would still likely be the need for some manual setup. Products like ESET or Kaspersky or maybe Comodo (I know very little about t hat one) could be useful. There are likely others here that are more experienced with those products so hopefully one of them will post some more helpful info.
