USA still the best. But barely.
You want to delete windows files using an offline distro booted from a flash drive? Just about any distro will do it as long as it can see the file it can delete it.

    mantra,

You can delete selected files or everything in System Volume Information using TeraByte Explorer. It's in BootIt, IFL and TBWinRE.

    mantra,

Don't be misled by the appearance of TeraByte Explorer. It's very powerful as an Explorer and Partitioning app. To delete files in the System Volume Information folder...

    Open TeraByte Explorer (tbexplo.tbs)
    File Explorer
scroll down to Mount/Unmount a drive path identifier. Enter
    select your Windows partition. Enter
press Ctrl + o (that is the alpha o, not a zero)
    you now see Options
use the Spacebar to put an X in
    View hidden files
    View system files
    press Enter
    select System Volume Information
    press Enter
select what you like and press Delete on the keyboard
select Delete directory and press Ctrl + <P> to answer for all
    press Esc to Exit Explorer
