U.S. auto safety regulators on Thursday said they were opening a formal regulatory proceeding that could eventually result in the adoption of new safety standards for autonomous vehicles.

The National Highway Traffic Safety Administration (NHTSA) said it was issuing an advance notice of proposed rulemaking to get public input on how to ensure the safety of future self-driving vehicles. Companies like General Motors Co (NYSE:GM), Alphabet (NASDAQ:GOOGL) Inc’s Waymo and Tesla (NASDAQ:TSLA) Inc are working on vehicles that can drive themselves.

“This rulemaking will help address legitimate public concerns about safety, security and privacy without hampering innovation in the development of automated driving systems,” said U.S. Secretary of Transportation Elaine Chao in a statement.

Robotaxi operators will be allowed to charge fares for driverless rides in California under a plan approved by the state Public Utilities Commission on Thursday.
But don’t expect to hail a robotaxi right away: The CPUC fare plan lays down a lengthy government approval process for each robotaxi operator that could take months or years.

Driverless robotaxis have begun operating small-scale commercial services in Arizona, Las Vegas, Shanghai, Singapore and elsewhere. The CPUC ruling would put California on that list.

“We are pleased that the CPUC has voted today to approve a state regulatory framework for commercial autonomous ride-hailing,” Waymo said in a prepared statement. “This long-awaited agency action will allow Waymo to bring our fully autonomous Waymo One ride-hailing service to our home state over time.”

Tesla Inc Chief Executive Officer Elon Musk said on Friday there will probably be a wider roll out of a new “Full Self Driving” software update in two weeks.

In October, Tesla released a beta, or test version, of what it calls a “Full Self Driving” software upgrade to an undisclosed number of “expert, careful” drivers.

“Probably going to a wider beta in 2 weeks,” Musk said on Twitter, in a reply to a user asking if the software would be available in Minnesota.
Musk had said earlier it was planned that the latest upgrade would be widely released by the end of this year, with the system becoming more robust as it collected more data.

Chinese autonomous vehicle startup AutoX, backed by Alibaba Group, said Thursday it has started fully driverless vehicle testing in China with Pacifica minivans from Fiat Chrysler Automobiles.

AutoX, which is also backed by Dongfeng Motor Group and SAIC Motor Corp., will have a fleet of 25 driverless vehicles in Shenzhen and five in other cities to test the technology.
The vehicles are operated by an in-vehicle autonomous driving system rather than remote control, with no drivers or people inside to ensure safety, AutoX said on its social media site.

Like dozens of other companies testing the robotic technology, Cruise’s self-driving cars have been allowed on California public streets for several years with humans poised behind the wheel to take over in an emergency. Now, Cruise is confident enough to send out its self-driving cars without that safety net, instead monitoring from remote locations and, at least initially, having a company employee sitting in the front passenger seat.

Cruise, the self-driving company that counts Honda and GM as major shareholders, has begun testing self-driving Chevy Bolts with no one in the driver's seat, the company announced on Wednesday. A safety operator in the passenger seat has the ability to stop the car in an emergency but not "traditional driver controls," according to the company. The car will also be monitored remotely.

Cruise hasn't gotten as far as Waymo. There's still a safety operator in the passenger seat, and the cars are not carrying passengers. Moreover, Cruise's announcement has gotten an unusual amount of pushback from my sources within the industry.
But Cruise chose one of San Francisco's less challenging neighborhoods for these tests.

The vehicle, which Zoox describes as a driverless carriage or robotaxi, can carry as many as four passengers. With a motor at each end, it travels in either direction and maxes out at 75 miles per hour. Two battery packs, one under each row of seats, generate enough juice for 16 hours of run time before recharging, the company said.

“This is really about re-imagining transportation,” Zoox Chief Executive Officer Aicha Evans said in an interview with Bloomberg Television. “Not only do we have the capital required, we have the long-term vision.”

Las Vegas has long been the only place where you can request a Lyft ride and be greeted by a self-driving car.
But on Wednesday, Lyft and autonomous car company Motional announced driverless taxis will ferry passengers around more cities starting in 2023.

As part of this expansion, Motional will deploy new driverless Hyundai vehicles. Earlier this year Lyft's self-driving partner in Vegas, Aptiv, joined forces with Hyundai Motor Group to launch Motional, an autonomous driving joint venture. The self-driving cars in Vegas were rebranded as Motional cars in October.
Those cars in Vegas have sensor-loaded BMWs available for autonomous pick-ups.

But with the expansion, Hyundai's self-driving tech and vehicles will power the next generation of Lyft-Motional vehicles. The company says these new vehicles will no longer require a safety driver in the front seat.

What do you call the person behind the wheel of a self-driving car? Are they a passenger or owner or are they still the driver? Whatever they’re called, the UK‘s Law Commission says they shouldn’t be held responsible if their “autonomous” vehicle is in an accident.

Under a new proposal from the UK‘s Law Commission, the “user in charge” of the vehicle would not be prosecuted for careless or dangerous driving, speeding, or breaking red lights when the car was in self-driving mode, the Telegraph reports.
The Law Commission instead suggests that responsibility should fall on the developer or manufacturer of the hardware that enables self-driving functions on the vehicle.

However, the Law Commission references a “transition period” of 10 to 40 seconds in which a driver would have to regain control of the vehicle. During this handover, the driver isn’t responsible for accidents.
With that, it shows the Law Commission isn’t actually talking about fully autonomous vehicles, rather, it’s talking about partially automated vehicles, which aren’t the same thing and are constructed from a confusing meld of technologies.
