The Department for Transport (DfT) said the first rentable e-scooters could be available next week, as it published guidance for e-scooter-for-hire firms.

The vehicles are banned on pavements, will be limited to 15.5mph and it is recommended that riders wear helmets.

Under the new rules set out by the DfT, local authorities and devolved administrations in England, Scotland and Wales can allow or run e-scooter sharing schemes in their areas as part of 12-month trials.

The Royal National Institute of Blind People (RNIB) said that the government's safeguards, announced this week, had failed to assuage its fears.
Other witnesses at a parliamentary transport committee hearing said the top speed and weight of the e-scooters were higher than they should be.

Eleanor Southwood, chair of the RNIB board, told the committee: "It's really clear that even with all of the safeguards… we do consider e-scooters to be a real and genuine threat to the ability of blind and partially sighted people to move around independently and safely."
She said the RNIB was "really surprised to see the 15mph speed limit yesterday, which is a lot faster than we had anticipated".

"We were hoping that speeds would be limited, ideally to as close to walking as possible, but if not, to an absolute maximum of 12.5mph," Ms Southwood said.
"So we are really shocked by the speed limit."

Cleveland Police said they stopped two teenagers who hired the scooters and rode them along the A19 to Teesside Park on Thursday.
Ginger, the firm running the trial, has been asked how the system will prevent those not permitted to use it from hiring the vehicles, but has not commented.

A force spokeswoman said neither boy was wearing any protective equipment, such as helmets or high visibility clothing, as recommended by government guidelines.

A local news reporter died after being thrown off an electric moped scooter in New York City.
The moped was a rental from the scooter-sharing service Revel.

According to a police spokesperson who spoke to Gothamist, CBS 2 New York television reporter Nina Kapur was riding as a passenger on the back of a Revel scooter in Greenpoint, Brooklyn on Saturday.
Revel would not confirm whether its scooter was involved, but told Gothamist it was “actively investigating” what happened.

Uber-backed scooter startup Lime and European competitors Tier and Dott have won Paris’ competitive e-scooter tender, meaning they will be able to operate 5,000 scooters in the French capital.

The three companies — which were assessed on their environmental responsibility, safety and maintenance skills — beat out 13 others including big US company Bird to win the licence.
The victory will come as a particular relief to Lime because Paris is one of its biggest markets, with more than 22m trips under its belt since launching there in 2018. Lime, which operates in 120 markets around the world, has previously struggled to win over French city authorities such as Bordeaux and Marseille.

Revel has announced it’ll be resuming its electric moped service in New York City starting today, with new protective measures for riders like a mandatory in-app safety test and a requirement that all riders take a selfie of themselves wearing a helmet before they’ll be allowed to ride. The company worked with the City of New York in developing the new safety measures, and city officials have signed off on the new plan.

Revel suspended its service in late July after two customers were killed and one was critically injured while riding the shared electric mopeds.

Revel, the electric moped startup that was suspended by New York City Mayor Bill de Blasio earlier this summer after three people died as a result of accidents that took place while they were using the service, returns to the Big Apple on Thursday.

Riders will need to take a selfie showing them and another passenger wearing a helmet. The selfie would then need to be uploaded into the app so that a Revel employee could review the photo and approve it within 15 minutes.
Riders won’t be able to use old photos. Anyone caught riding without a helmet will be suspended for seven days on the first offense. Another violation will result in a permanent suspension.

Riders will also be required to watch a three-minute tutorial video featuring Brandon, a ‘lesson specialist’ who shows users how to use turn signals, accelerate, and find the helmet.

Thousands of electric scooters are filling the cobblestoned streets of central Rome as people seek alternatives to crowded public transport amid the COVID-19 pandemic.

The law says they cannot be used on sidewalks, cannot go faster than 25 kph on streets or more than six kph in large pedestrian islands. They are banned from bicycle paths within the city limits. The minimum age for their use is 14 but riders under 18 must wear a helmet.
But there have been complaints of dangerous driving and several injuries involving the vehicles. Some have even been seen travelling on the city's fast and treacherous ring road.

"They violate every basic road and traffic rule," said resident Carmen Golia. "A regular driving license should be required."

Sixty-five people died last year while riding e-bikes, which have an integrated electric motor to propel the wheels, up from 57 in 2018. The vast majority were men over the age of 65. The standard e-bike reaches speeds of 12mph (20km/h), but faster models, such as speed pedelecs, can reach 28mph.

The technology trialled at Schiphol offers policymakers a range of options. “Say the weather is really bad, there is a headwind of 40km and cyclists are at a standstill, then cutting off the power would be counterintuitive,” said Bhattacharya.

“We built it so you can detect the direction the bike is going, and a policymaker can say: ‘We change the regulation. We won’t cut your power off because the weather is bad.’ The intelligent infrastructure would then tell the bicycle not to cut off the power.”
