Microsoft is moving all its online services to Transport Layer Security (TLS) 1.2+ to provide best-in-class encryption, and to ensure our service is more secure by default, including Microsoft Cloud App Security.
How does this affect me?
As of September 8, 2019 Microsoft Cloud App Security will no longer support TLS 1.0 and 1.1. This means that any connection using these protocols will no longer work as expected, and no support will be provided.
Where possible, Microsoft recommends that you remove all TLS 1.0/1.1 dependencies in your environment and that you disable TLS 1.0/1.1 at the operating system level.

Mozilla has confirmed that browser support for TLS (Transport Layer Security) 1.0 and 1.1 will end from March 2020, giving webmasters little more than six months to upgrade their setups.
Developers are being urged to upgrade to TLS 1.2 or higher. Although this version was introduced a decade ago, this option remains PCI DSS compliant. TLS 1.3 is the latest available version.

In a post to developers yesterday (September 12), Thomson said the telemetry data for TLS 1.0 is still “far higher” than Mozilla would usually tolerate, but measurements support the view that the number of sites that will be affected is reducing “steadily”.
As of May 2019, Tranco estimates that 8,000 out of the top one million domains are using TLS 1.1 or lower. Qualys says that 95.8% of websites support TLS 1.2.
Coordinated effort
The move will not only apply to Firefox. Google Chrome, Microsoft Edge and Internet Explorer 11, and Apple’s Safari browser are all due to revoke support for TLS 1.0/1.1 by 2020.

Mozilla has disabled support for the TLS 1.0 and TLS 1.1 encryption protocols in the latest Firefox Nightly builds. The move comes almost a year after Apple, Google, Microsoft, and Mozilla all announced that they’d deprecate TLS 1.0 and TLS 1.1 in March 2020. The firms decided on the measure after the Payment Card Industry (PCI) Council suggested that firms migrate away from these protocols before June 30, 2018.

Going forward, websites should use TLS 1.2 which was defined in August 2008 or TLS 1.3 which was defined in August 2018.
According to the latest statistics by SSL Labs, 95.8% of websites support TLS 1.2, while 17.7% support TLS 1.3. This month, the number of sites supporting TLS 1.3 grew by 2.2% while those supporting TLS 1.2 grew by 0.2%

The older versions of TLS are now disabled by default in Firefox Nightly in preparation for the removal, which means the browser shows the Secure Connection Failed error page to prevent access to web servers not using TLS 1.2 or 1.3.

However, TLS 1.2 has a few issues including an older cryptography technique that is less secure than modern equivalents. As such, the new 1.3 version is starting to be rolled out as a replacement. This updated version is more secure, offers faster handshaking with lower latency and includes new connection privacy protection, intended to protect individuals from man-in-the-middle attacks and 'pervasive monitoring'.

One of the biggest changes with 1.3 is that server certificates are now encrypted which will make it difficult for an enterprise proxy/content inspection server to determine whether a communication is between a legitimate source like a bank or malicious malware sending back command and control information to a hacker.
When deployed in its most secure fashion, TLS 1.3 does make it harder for enterprises to determine content legitimacy and as such, its use will undoubtedly force enterprises to ramp up resource utilization on an SSL/VPN/Proxy appliance.

There is still only sluggish adoption of TLS 1.3 with a recent survey by SSLlabs suggesting that as of May 2019, only 14.2% of the 150,0000 most popular sites on the internet support TLS 1.3. However, several large CDNs including Akamai and CloudFlare are already offering TLS 1.3 as a default.

Microsoft announced the addition of a new Windows Server 2019 feature that will enable admins to enforce Transport Layer Security (TLS) versions by blocking legacy ones via certificate binding.

"Beginning with KB4490481, Windows Server 2019 now allows you to block weak TLS versions from being used with individual certificates you designate," says Microsoft.
"We call this feature 'Disable Legacy TLS' and it effectively enforces a TLS version and cipher suite floor on any certificate you select."
While previously enforcing a specific TLS version would required additional hardware and they needed system-wide registry-based configuration, the new changes are implemented within HTTP.sys and will allow TLS-aware traffic routing with the help of certificates.

Redmond also provides a deployment guide for the new Windows Server 2019 Disable Legacy TLS feature, allowing admins to enable it via the Internet Information Services (IIS) Server UI, via PowerShell commands, or the C++ HTTP.sys APIs, as explained in this support article.

Last October we announced our plans to remove support for TLS 1.0 and 1.1 in Chrome 81. In this post we’re announcing a pre-removal phase in which we’ll introduce a gentler warning UI, and previewing the UI that we’ll use to block TLS 1.0 and 1.1 in Chrome 81. Site administrators should immediately enable TLS 1.2 or later to avoid these UI treatments.

While legacy TLS usage has decreased, we still see over 0.5% of page loads using these deprecated versions. To ease the transition to the final removal of support and to reduce user surprise when outdated configurations stop working, Chrome will discontinue support in two steps: first, showing new security indicators for sites using these deprecated versions; and second, blocking connections to these sites with a full page warning.

Firefox 74 will drop support for TLS 1.0 and TLS 1.1

Version 74.0 of the Firefox web browser will drop support for the encryption protocols TLS 1.0 and TLS 1.1 entirely. Sites that don't support at least TLS 1.2 will show a "secure connection failed" error page when the change lands preventing users from accessing the sites.

The announcement was made well in advance to give webmasters and organizations time to migrate services that still used one of the protocols to a newer protocol.

Google, Apple, Microsoft, and Mozilla jointly agreed in October 2018 to deprecate the aging protocols by early 2020 – a move likely to throttle the traffic flowing to laggard sites yet to upgrade to TLS 1.2 and above.
Mozilla will likely be first to jettison support for TLS 1.0 and 1.1 – 21 and 14 years old, respectively – with the release of Firefox 74 on March 10.

SSL Pulse’s latest analysis of Alexa’s most popular websites, conducted in February, reveals that of nearly 140,000 websites, just 3.2% fail to support protocols higher than TLS 1.0, and less than 0.1% have a ceiling of TLS 1.1.
Some 71.7% support a maximum of TLS 1.2, while the remaining 25% support the latest version, TLS 1.3.

According to these figures, then, 3.3% of sites could soon be returning ‘secure connection failed’ error pages to visiting surfers.

Sometime this March, the Firefox, Chrome, Safari and Edge browsers will start throwing up warnings when users visit websites that only support Transport Layer Security (TLS) versions 1.0 or 1.1.

According to the latest Mozilla reminder, visitors using Firefox will start seeing a ‘Secure Connection Failed’ message with accompanying SSL_ERROR_UNSUPPORTED_VERSION for anyone in doubt.
Initially, it will be possible to override this but only for so long. Sooner rather than later, Mozilla says that too will disappear:

We’re committed to completely eradicating weak versions of TLS because at Mozilla we believe that user security should not be treated as optional.
Other browsers will follow suit, with the Chrome browser having adopted ‘Your connection to this site is not fully secure’ messages last month with full blocking due to begin in March.

This includes websites for major banks, governments, news organizations, telecoms, e-commerce stores, and internet communities, according to a report published today by UK technology firm Netcraft.

All the 850,000 websites use HTTPS, but on a version that weak. The websites support HTTPS connections via cryptographic certificates built on the TLS 1.0 and TLS 1.1 protocols.
According to Netcraft's scans, the number of sites that will be impacted is around 850,000, of which, more than 5,000 are ranked in the Alexa Top 1 Million sites.

"Removing client-side support for these older protocols is the most effective way of ensuring that their associated vulnerabilities can no longer pose any risks," Netcraft researchers said.

Firefox Reenables Insecure TLS to Improve Access to COVID19 Info

Mozilla says that the support for the insecure TLS 1.0 and TLS 1.1 will be reenabled in the latest version of Firefox to maintain access to government sites with COVID19 information that haven't yet upgraded to TLS 1.2 or TLS 1.3.

"We reverted the change for an undetermined amount of time to better enable access to critical government sites sharing COVID19 information," Mozilla said today in an update to the Firefox 74.0 release notes.
Hundreds of thousands of sites still rely on TLS 1.0 and TLS 1.1
Despite this, as Netcraft reported at the beginning of March 2020, over 850,000 websites are still using the outdated and insecure TLS 1.0 and TLS 1.1 protocols that expose users to a wide range of cryptographic attacks (1, 2) leading to their web traffic being decrypted by attackers.

However, seeing that Mozilla decided to bring back support for the two previously retired TLS protocols, there are enough government sites sharing information on the current coronavirus pandemic to a reversal of the removal decision.

As announced in October of 2018, Microsoft will soon disable Transport Layer Security (TLS) 1.0 and 1.1 by default in Microsoft browsers. In light of current global circumstances, we will be postponing this planned change—originally scheduled for the first half of 2020.

For the new Microsoft Edge (based on Chromium), TLS 1.0 and 1.1 are currently planned to be disabled by default no sooner than Microsoft Edge version 84 (currently planned for July 2020).
For all supported versions of Internet Explorer 11 and Microsoft Edge Legacy (EdgeHTML-based), TLS 1.0 and TLS 1.1 will be disabled by default as of September 8, 2020.

Microsoft has lifted a “pause” on plans to enforce migration to TLS 1.2 and above for Office 365. Businesses now have until October 15, 2020 to ready their (or customers’) IT estates for the shift — or face unexpected failure to receive emails and more.

Redmond’s plans to enforce deprecation of TLS 1.0 and TLS 1.1 were first announced in late 2017 and were due to be enforced from June 2020. The move was then delayed for commercial customers due to the outbreak of the pandemic.

“As supply chains have adjusted and certain countries open back up, we are resetting the TLS enforcement to start Oct 15, 2020”, Microsoft said in an email to customers, noting that the move “may require updates to certain combinations of client servers and browser servers” to prevent connection issues to its services.

Microsoft is keen to avoid the potential for “future protocol downgrade attacks and other TLS vulnerabilities” and is discontinuing support for 1.0 and 1.1 in Microsoft Office 365 and Office 365 GCC as a result.

Microsoft says that TLS 1.3 will be enabled by default in all Windows 10 Insider Preview builds beginning with Build 20170 as the start of a wider rollout to all Windows 10 systems.

According to Microsoft, TLS 1.3 is also enabled by default in IIS/HTTP.SYS and it will be added to .NET starting with version 5.0.

TLS 1.3 now uses just 3 cipher suites, all with perfect forward secrecy (PFS), authenticated encryption and additional data (AEAD), and modern algorithms. This addresses challenges with the IANA TLS registry defining hundreds of cipher suite code points, which often resulted in uncertain security properties or broken interoperability.

Microsoft's Linux Software Repository hosts a wide range of software products for Linux systems built and supported by the company. These products are available for download from packages.microsoft.com via standard YUM and APT package repositories.

"Microsoft builds and supports a variety of software products for Linux systems and makes them available via package repositories on packages.microsoft.com," the company said on the Windows Message Center.

"To support modern security standards, packages.microsoft.com will discontinue support for package downloads over Transport Layer Security (TLS) 1.0 and 1.1 protocols as of September 24, 2020."

To be able to continue accessing packages from hosted at packages.microsoft.com after that date, organizations will have to enable TLS 1.2 or a newer version.
