Comparing different browsers bookmarks

    I use several different browsers, both on my desktop as well as notebook, and since the demise of Xmarks I made the mistake of never setting up another way to synchronize the respective bookmarks.
    Over time I also sometimes restructured/cleaned some bookmarks in one browser but not the others.
    The net result is that now their respective bookmarks are rather different.

    I intend to remedy this situation by
    1 comparing and aligning through editing the existing bookmarks of the different browsers
    2 installing a sync service like xBrowserSync or EverSync (will need to test them)

    my question is, how can I best compare and align the different bookmarks? Remember that I don't intend to just add the bookmarks, I will also need to subtract them etc.
    One thought has been to export the respective bookmarks in .html files, and then use some comparing app to consolidate a revised bookmark list before proceeding with point 2 above
    Any suggestion for a comparing app? And/or, any other ides on how to go about it?

    i only know the way for html file comparison because the databases are not compatible.

    I use WinMerge to compare different files.

    notepad++ or ultracompare
