Huawei expects no relief from US sanctions but is confident

In an interview with The Associated Press at Huawei’s sprawling, leafy headquarters campus in the southern city of Shenzhen, the 74-year-old Ren said Huawei expects U.S. curbs on most technology sales to go ahead despite Monday’s announcement of a second 90-day delay. He said no one in Washington would risk standing up for the company.

“At a strategic level, the U.S. entity list is helpful to Huawei,” said Ren. He said the company has responded by eliminating “marginal, unimportant businesses or products” and focusing resources on “major products.”
“The whole company can focus more on our most competitive products,” he said.

A key part of that effort had been Futurewei, the company's US research and development outpost.
Huawei, known for investing heavily in R&D, poured millions into Futurewei over nearly two decades.

But the company's ambitions in the United States, in particular for Futurewei, have been stunted by a White House pressure campaign that's now gone on nearly a year. The restrictions hit Huawei's US business on multiple fronts: barring it from buying from key American suppliers and threatening its telecom equipment sales in rural American markets. They've also made it illegal for Futurewei to transfer technology to Huawei locations outside the United States.

For its part, Huawei has insisted it will be fine if it's forced to leave the United States, but that's not the route it wants to take.

"Huawei wants to meet with US government officials to work toward a solution, but it's been challenging to find people that will speak with us," the company said in a statement to CNN Business.

The future of Futurewei
For now, the intellectual property for those projects will remain in the United States as the company hopes for a compromise with the White House.

On the latest episode of Recode Decode with Kara Swisher, Huawei’s chief security officer in the US, Andy Purdy, said the US government should scrutinize foreign telecom companies — but it should do so equally. He called for the creation of “objective and transparent” standards by which the government could evaluate the security of telecom products.

“China and other countries can hack into everybody’s products around the world,” he added.
“Everybody should be suspect,” Purdy said. “I mean, that’s the bottom line ... when we talk about fear from China or wherever, the telecom operators have an absolutely critical role, and so we need to make sure there are programs to make sure they are conforming to the kinds of measures that are best practiced. The Chinese giant's recently appointed chief technology and cyber security officer David Soldani said last week that Australia is set for a world of cyber pain.

"Blocking companies from certain countries does nothing to make Australia any safer from cybersecurity issues -- in fact it just makes things worse because they are not addressing the real issues on cybersecurity," Soldani said.
And yet, Huawei in Australia is warning that even if its 5G equipment is clean, there is a technology coming down the pipeline that can absolutely be backdoored, thanks to the black box of artificial intelligence.
It's an interesting piece of mind bending that Huawei is trying to push: By cleaning up its telco supply chain on a nationwide scale, Australia has made itself insecure. Or to put it another way, to fight a particular disease, don't focus on the vaccines, a cure is the only way to win.

The US Commerce Department has not issued any licences allowing companies to do business with Huawei in spite of having received more than 130 applications, Reuters reported, citing three unnamed sources.
The figure is far higher than the 50 applications that Commerce Secretary Wilbur Ross said the department had received in July.

In late June, as an enticement to lure China back into trade talks, US president Trump said the country would begin issuing licences allowing firms to do business with Huawei.
The licences would allow companies to get around the ban on trade with the company after it was placed on the national security “entity list” in May.

A warning from the Czech cybersecurity watchdog that Huawei’s technology could pose a security threat and Poland’s arrest of a Chinese Huawei employee and a former Polish security official on spying allegations have put it under pressure.

“It is pretty much business as usual with a little bit more attention to show that we are transparent, open and inclusive and we have nothing to hide,” Radoslaw Kedzia, Huawei’s vice president of central Europe and the Nordics, told Reuters.
There had been no “no significant impact” on business or major strategy shifts in the region since the concerns surfaced in December, Kedzia said, adding that Huawei is contacting governments and customers when security fears arise.

In an interview with The Economist, Huawei founder and CEO Ren Zhengfen said the firm would be willing to auction-off its "existing 5G patents, licences, codes, technological blueprints and production know-how" to a buyer in the West for a one-off fee, while it retains the right to continue producing the technology.
The buyer would be free to change elements of the source code for their own individual products, so none of the security concerns previously raised about Chinese espionage would apply.

According to Ren, such a move would help level the playing field at a time when many in the West are wary at the prospect of a Chinese company supplying the gear for their 5G networks; the Australian gov, for example, has banned Huawei from providing equipment for its 5G infrastructure.
