California Shopping Centers Are Spying for an ICE Contractor

A company that operates 46 shopping centers up and down California has been providing sensitive information collected by automated license plate readers (ALPRs) to Vigilant Solutions, a surveillance technology vendor that in turn sells location data to Immigrations & Customs Enforcement.

Automated license plate recognition is a form of mass surveillance in which cameras capture images of license plates, convert the plate into plaintext characters, and append a time, date, and GPS location

EFF contacted the Irvine Company with a series of questions about the surveillance program, including which malls deploy ALPRs and how much data has been collected and shared about its customers and employees.

This is not surprising to me. I would think that all agencies "looking for felons, missing people, etc..." would enter folks into a database and a HIT would instantly spit out to the requesting agency. In fact it would be inefficient to under utilize LPR's, wouldn't it? Of course if you are an individual being sought it would majorly suck because LPR's and similar devices are just about everywhere now.

Technology used by law enforcement in California will come under increased scrutiny after a request by the Joint Legislative Audit Committee this week.

The push for the audit was brought about in part by what the Electronic Frontier Foundation, a privacy-rights group, calls a failure by police departments to comply with a 2015 state law [...]
“Some are sharing data with 800 other entities and not keeping records. Searches are supposed to be logged.”

“No one should have access to that data who doesn’t need access,” he said. “Every time you add new a user, that’s another potential source of abuse.”

But police officers testifying before the audit committee defended their use of the readers, calling them one of their favorite investigative tools.
“Our officers and investigators love the service and the information it provides,” Fresno Police Sgt. Steve Casto told lawmakers.
