Likely what he really means is his 123 password gets broken, lol. 7Zip with a significant password is decent for general file attachments. No one sharing state secrets (like a Congress person) should be using such flimsy methods when great security abounds.
Bill Gates back when (I remember that hearing very well) pulled the wool over them all. They (Gov.) were sold lock, stock, and barrel that this (Any) Windows was the rave of the future for managing government and it's secrets over microdot and other 007 clever means of concealment of state secrets. Fast forward to today and using OPM breach as just a single example, shows nothing digital/computer linked is anywhere near secure as they once thought they would or could be. Given the massive different file extensions Windows affords it's creation, it's a treasure trove of opportunity for bad actors and even novices who have no clue.
