    "Fort Bragg cut power for thousands to test ‘real-world reactions’ to a cyber-attack

    Fort Bragg in North Carolina says the Army base had a “blackout” for more than 12 hours overnight Wednesday as part of a cyber-attack military exercise that came as a complete surprise to its tens of thousands of residents.

    The fort, which the Army says is the world’s largest military base, says it cut off the electricity 'to identify shortcomings in our infrastructure, operations and security'...

    'This exercise was not announced in order to replicate likely real-world reactions by everyone directly associated with the installation. In today’s world, cyber-attacks are very likely. This exercise is exactly what we needed to do to identify our vulnerabilities and work to improve our security and deployment posture.'...

    Army officials issued their first public notice of a blackout on Facebook at 5 a.m. Thursday, saying it was widespread, affecting everything from traffic signals to restaurants on the base. No explanation was offered for the cause, and base officials feigned ignorance by asking for patience as they tried to 'sort this out and get a clearer picture of what is going on'..."

    Fort Bragg officials issued an apology late Thursday, after realizing shutting off power to tens of thousands of post residents created alarm on the post and generated some rather bizarre conspiracy theories in the surrounding community.

    This includes suggestions it was a terrorist attack... or a secret Army experiment that shorted out the power grid for miles..."

    Every six months, the Defense Advanced Research Projects Agency (DARPA) ferries over experts who work to jumpstart a dead grid while warding off a series of cyber threats...

    'What we do that's different is that we start from the assumption that an attack would be successful,' Weiss said.

    'What scares us is that once you lose power it's tough to bring it back online... Doing that during a cyber attack is even harder because you can't trust the devices you need to restore power for that grid.'...

    Without electricity, the experts cannot count on light, phone service, or access to the computer networks they need to restart the grid. Their only source of power are old-fashioned generators which need to be refueled constantly...

    That means the the specialists cannot focus solely on fighting off cyber attacks, Weiss said, because so much of their focus is taken up with other things.

    Practicing on Plum Island in particular is useful, Weiss said, because it mimics the isolation that could come with a full-scale cyber attack on the mainland..."
