Arizona joins 47 other states with cellphone-driving law

PHOENIX (AP) — Arizona ended a decade of resistance to restrictions on using a cellphone while driving when Gov. Doug Ducey signed a law Monday outlawing holding a phone behind the wheel.

It is now the 48th state to ban texting and the 18th to ban hand-held phone use while driving, according to the Insurance Institute for Highway Safety.

Current laws give the "misleading impression" that hands-free options are safe, they warned.
While it has been illegal to use a handheld phone at the wheel since 2003, using a hands-free device creates "the same risks of collision", the Commons Transport Select Committee said.

An expert told the committee that taking a hands-free phone call caused "essentially the same" amount of distraction as being at the legal limit for alcohol blood level in England and Wales.
A public consultation on the proposal should be published by the end of 2019, the cross-party group said.

New South Wales in Australia intends to address this problem. The New South Wales Transport revealed on Sunday that it will roll out special cameras designed to catch drivers using mobile phones.

The detection cameras use artificial intelligence to detect drivers using mobile phones 24 hours a day. They can also survive in all weather conditions.
The devices will be set up in fixed and trailer-mounted spots across New South Wales starting in December..."

Snapchat has emerged as one of the surprise threats to Queensland drivers, with a new QUT study showing one in six young drivers surveyed had used Snapchat while behind the wheel.

Ph.D. researcher Verity Truelove, from QUT's Centre for Accident Research and Road Safety-Queensland (CARRS-Q), surveyed 503 Queensland drivers aged 17 to 25 about using the popular social media app on the road.
She found 16 percent of survey respondents confessed to using the Snapchat on their mobile phone when driving.

"Of that 15 percent, more than half (58 percent) said their primary motivation was to immediately share a video or photo of something they had seen while they were driving," Ms Truelove said. [...] three percent said they most commonly used Snapchat while driving at any speed."
"Looking across the survey and focus groups we conducted, a common theme was that the drivers who used Snapchat thought it was a relatively safe practice because they used it at times they perceived to be low risk, such as when they were stopped at traffic lights," she said.

How do you catch someone in the act? Australian police might not have that problem. The New South Wales government has started using the first cameras that can automatically detect when drivers are using their phones. The system uses AI to review photos for telltale signs of phone use, with human reviewing the flagged images to prevent any false positives. There will be both fixed and trailer-mounted cameras on hand to spot distracted motorists.

The first three months of the initiative will let first-infraction drivers get away with a warning. After that, however, it gets expensive.
Officials are confident this will lead to fewer incidents.
Whether or not this happens in practice, it could certainly serve as a deterrent -- you may be less likely to text friends while on the road if you know that a camera might record it.

Smart traffic cameras capable of detecting a motorist using their mobile phone will go into use in the Netherlands on Monday. The Dutch authorities will be the first in Europe to use the cameras, the Public Prosecution Service (OM) said.

The cameras were unveiled by the police earlier this year as part of a demonstration.

“A large number of violations were found during the test periods: 400 violations were detected with two cameras on a given test day,” the OM said in a statement.
When a violation is detected the images are automatically sent to the CJIB, the agency responsible for collecting traffic fines. They then send a 240 euro ticket to the registered vehicle owner for violating Article 61a of the traffic code, which forbids anyone operating a vehicle from holding a mobile electronic device.

Though the camera angle makes it difficult to see the driver’s face, the images are clear enough that the OM considers them to be “sufficient evidence” to enforce the violation.
