Yes, a firewall would increase security/privacy, if you have a rooted phone/tablet and select only a certain necessary amount of apps to have internet rights. Otherwise, the only solution to get a firewall working is to let the specific app have its own pseudo-VPN, of which the app controls all the connections. Meaning, without a rooted phone you can have either a VPN or a firewall.
