When updating filter list in uBO v.1.16.14 they update fine, but don't retain the updates
when I close and restart Firefox 61.0.1. Firefox probably deleting uBO updates when
    closing the browser.

Whether I enable or disable indexedDB in Firefox makes no difference.
Updated lists in uBO are not retained after browser session ends and when I restart Firefox.

sounds like a corrupted ublock sqlite. look for "ublock0.sqlite" in "extension-data" folder under ff profile, delete it and start from scratch, you'll lose your settings so back up your custom filters and lists manually (copy & paste them in a text file).

"ublock0.sqlite" was used by uBO/legacy, it's not used by uBO/webext.
Are you using private browsing mode? How much disk space you have left?

Yes using private browsing mode. Under clear history I have everything checked
EXCEPT offline website data and site preferences. Only using 3% of disk space
    so plenty GB still available.

On uBO when I click on update now button and see it updating lists I noticed the
Network Filters and Cosmetic Filters numbers stay the same. (before & after update)

So it looks like I have 4 choices.

    1. Wait for Mozilla to fix the bug.
    2. Disable private browsing mode
    3. Use a different browser
    4. Uninstall uBO

could you just try the following:
disable permanent private browsing, use custom settings for privacy, deselect all the components but "accept cookies from sites" and see if it works.

What seems to work is keeping indexedDB enabled. (true)
    Disable/uncheck private browsing mode.
Use custom settings for history, but keep checked clear history when
    Firefox closes.
Accept cookies, but never accept third-party cookies & site data.

Don't know if I'm willing to keep those settings permanent though.
Have other browser I use that can use uBO without lowering privacy settings.

There is no bug Mozilla should fix.
By enabling indexedDB for private mode browsing Mozilla would defeat the purpose of private mode browsing.

No guarantee that it will work but a work around you can try:
    - Disable private mode browsing and restart the browser.
    - Update uBlock and apply your settings.
    - Restart your browser and switch to private mode browsing.
    Verify if changes got applied.

All those using Firefox 52.9.0 ESR or one of its forks such as Pale Moon, should be aware that the above is a web extension and won't work with their browser.
They need the legacy extension. Latest version was released July 18. 2018 (v1.16.4.4)

    Thanks, but it didn't work.
The only way I can see for now for uBO updates to remain is
disabling private browsing mode permanently. Once you update uBO lists and
then try to switch to private browsing mode (reboot needed) you've
lost the uBO updates that were previously applied.

Never had this problem on Firefox ESR with uBO Legacy xpi installed
and private browsing mode on permanently.

I can confirm. It is why I won't ever use Firefox Quantum.
A barebones Firefox out of the box is pretty worthless. Extensions made Firefox great. They gave you control over your browser.
Basically there were no limits for extensions to shape Firefox for all needs and purposes, for the average user and the advanced one as well.
Mozilla decided to take this freedom away and to go the path paved by Google.
Starting with Quantum, Mozilla offers APIs which severely restrict what an extension is allowed to do. As a result some extensions can't be ported to Firefox Quantum whereas many other are toothless surrogates compared to their legacy counterparts.

For the time being there is absolute no incentive to switch from Firefox 52.9.0 ESR, neither regarding security nor regarding stability.

    Alternatives for Firefox?
Pale Moon might become a viable alternative. Firefox' legacy extensions might work right out of the box or with minor adjustments.
