Yesterday two Dutch news agencies were having publications telling more about it, newspaper "de Volkskrant" and on TV "Nieuwsuur" (part of public broadcaster NOS). In a combined effort both news agencies were telling that the Dutch Secret Agencies AIVD and its military counterpart MIVD did hack into the Cozy Bear group. Their stories tell it were those Dutch agencies who informed the three-letter USA agencies about it.
