So, after i clean installed Windows 10 to version 1709 i lost all my chrome passwords.

I didn't use sync, so what i did was backup the profile folder manually. I thought i was good but nope... After format c: i got a message saying my profile was corrupted, bla bla. and passwords/logins no loner work.

Does anyone know of a way to get the passwords back? I already tried some tricks, such as ChromePass from NirSoft, but no luck.

There is no other way. You must to re-enter them all manually one-by-one again. That's the only way, if You have deleted them permanently. You should know, that there isn't simply passwords, but all passwords are encrypted and there is also the key and this key may be different for each password. It depends on how selected the encrypting method.
By default they are stored in file (if You uses default settings, if not, in the same file, but in this folder, where You have stored Your Chrome data)
    %LocalAppData%\Google\Chrome\User Data\Default\Login Data
