That is all part of the concerted effort by M$ to get Windows users to abandon 7 & 8 and move to 10. First they began by creating fear, verbally, about the risks of staying on older OSes. Now they've gone a step further purposely not patching known vulnerabilities in the older but still supported OSes, thereby metastisizing those fears into a M$ induced reality. Unconscionable!
Is there a Dr Evil at Microsoft whose main purpose is to infiltrate the Windows Division and hobble W8 (still in full support) and W7 (in extended support) so as to promote W10 as more secure? Promoting is one thing - hobbling is another. If either of the older OSs are being intentionally rendered insecure based on known vulnerabilities, then Microsoft not only has a trust issue, but also a legal issue. The worst case would be that Dr Evil is a management construct. If Dr Evil is not marketing, but an authority embedded within the MS Patching Team, then they have a dumpster fire that will burn them irrevocably. W10 software and W10 only hardware have features that make it more secure than the previous OSs, so there is no need to manipulate the patching to promote W10. Hobbling previous OSs to gain market share for the flagship OS, is just plain stupidity. Let's hope that MS has not sunk to this level of depravity.
The main issue Google highlighted is not so much the non-patching of Win 7 for example, but the way Microsoft performs it patches; If there is one standard you can consistent rely on from Microsoft, it is GI-GO - garbage in and garbage out.

Quite. But then I don't think there exists such thing as corporate conscience. They have one primary directive, maintain and increase profits for the stock holders. All other considerations are secondary. Customer expendable.
Good news. We should disincentivize the idea of turning Windows 7 into the new XP. Windows 7 is already in extended support and only has 2 years left, people should be planning their upgrade schedules.
