Seems strange that the US Government doesn't appear to commission software to be created especially and exclusively for them.
"ArcSight is also widely used in the private sector".... That being the case what would've prevented the Russians from acquiring it thru other means? Capitalism at its best, profit by any means necessary.
This is a bit weird, because as mentioned, they might now know about the weaknesses of this software. Is this normal in the security tool business? Sounds like a bad idea.
