I installed it, but am somewhat concerned by this on the app download page:
"Notice: Using this app may authenticate your Android device to illegally installed skimmers. Please check your local laws before installing this product. There is implicit risk associated with publicly reporting crimes. Consider these risks before using the app."
It looks like by scanning for one of these skimmers you could be fingered as the one that planted it. I'm sure you would eventually be cleared but if you "authenticate your Android device", what info does it store?

Does this apply to chip cards?

I've never seen a chip reader at a gas pump so it probably makes no difference since you are still using the magnetic strip.

I was curious, I don´t live in the US. I have used only chip cards for several years. They are more secure, but somewhat unreliable.

Good point, not everyone lives in the US.
Chip cards are just now starting to be accepted at most places on a larger scale, and gas stations are not one of those places.

Been using them in Canada here for years, do not find them unreliable at all.

    I sorta tend to agree.

After constant usage shoving the card in and out and with each point of sale terminal not exactly made of stainless steel, I run into issues far more often then the magnetic strip ever did.
