Almost everyone I have known in my entire life have something to hide. Mostly illegal drug use. If they start such a thing as getting paid to use snartphones to snitch on people there won't be many left outside of prison!
It's more than that - a relative is a cop, and he can guarantee that out of the 12ft or something of the criminal code, there's always something that upstanding people will be guilty of. Even lawyers who spend time getting rich on it don't know it all. Which means that there are no innocent, just the ignorant. Hence the Richlieu saying.
