USA still the best. But barely.
They tell their citizens? What's that like?

Sorry I don't understand a question. How they inform them about this app?
According to article they are "sending a message via WeChat to residents in Urumqi requiring them to install an Android application".

Selecting an ethnicity to single out not good.

Being up front about monitoring better than not.

Certainly concur with what zapjb has said, and also with what is shown in his 'Signature' line as well. China now *forcing* a particular ethnic group to install spyware doesn't really surprise me. China seems to spy and monitor everyone's communications, whether it be Internet, email, phone service, carrier pigeons, etc.

I too, do not like what I see taking place in my own country - the 'great' old USA. I would venture to say there may well be another civil war looming on the horizon, if the mindset and actions in the government don't change. (Assuming that person sitting in a certain house in Washington, D.C. doesn't end up thrusting us into an all-out nuclear confrontation with another country first).

    Just my 2 cents worth...
