    Actually, this was about the right of the Pennsylvania General Assembly to tax the Penn family. To help pay for arms and stuff, during the French and Indian War. The Penn family was arguing that the Assembly had no authority to tax them. But they offered a lump sum (providing "temporary Safety") if the Assembly gave up its "essential Liberty" to tax all citizens, including Penn family (which owned lots of land and stuff).
