What security software do you use? Any chance it is either norton or kaspersky?

Also, look into the Program Files/SeaMonkey directory and make sure the file nssckbi.dll exists.

do you use adguard, if yes you can try to import certificate from C:\ProgramData\Adguard\NetworkTemp\SSL\Adguard Personal CA.cer

oZones post about adgard has fixed it for me ,however I have another problem which you may know about.( ive also posted at malwaretips) concerning comodo and seamonkey.I use comodo 10 with your settings i.e hips disabled.I dont use any avs.The problem is that i cant open seamonkey virtualised. It shows in comodo container but doesnt open to desktop.Im not sure what the problem could be.?

The issue Comodo has with SeaMonkey is easy- SeaMonkey was ditched by Mozilla quite a while ago and is now Community coded. The problem here is that you may note that no current SeaMonkey installation has a digital signature; this means that SM will always be blocked by Comodo. The easy way out (and one that I personally use) is to just take it out of Blocked applications right from the main Comodo GUI screen (seen by switching to Advanced View). So just set it as Trusted and forget about everything else- there is no need to Containerlize (is that a word?) the browser at my settings as whatever malicious riff-raff you may encounter surfing will still have to run locally on your system to mess you up. and this is what the sandbox will detect and isolate.

But whenever I get home I will try out what you stated above to see if any other tweaks are needed (and I'm glad that your initial problem was solved! Thanks Ozone!!!).
