I am using GPG 2 on Windows 7. I want to encrypt a folder of about 4 GB in size. It contains sub-folders as well. When I right-click on this folder and select ENCRYPT, GPG automatically selects TAR option.

I don't want to create an archive but encrypt individual files separately in the folder. All files in the folders should get encrypted without creating TAR with the name of the folder.

AxCrypt is good and I used it for a long time but in version 2 they removed support for encryption keys. You have to encrypt using password only.

Secondly, before encrypting you have to first log in. I don't want to use my log in password for encryption.

Well, in this case, maybe block encryptor such as BitLocker or VeraCrypt would work.
Make a separate partition of your HDD, encrypt and then put the data you intend to encrypt onto that partition. Done.
That's what I currently do on my laptop.
