Entering incognito mode in Chrome shows a popup stating that extensions are disabled. I checked this in Chrome's task manager and these extensions still show in memory. The extension buttons are hidden.

WOT and TrafficLight no longer give search results and AdBlock Plus no longer blocks ads, so why are these still showing in memory?

    Is this a bug?

Since Chrome has different processes open for each tab/extension, etc, it loads in the background when the browser is running. Since incognito mode is itself a single process, it's not bound to the extensions, which as you verified, don't run with that window open, but the processes continue to stay in memory in the background for later use. I guess to speed things up when not in incognito mode..
