Probably you have a permission issue. Create a Process monitor log from the point you attempt to save the configuration and when the error occurs. When done, compress it, upload it to a safe location and PM me the download link.

I confirm.. this happens sometimes, quite randomly.

Didn't give it much attention as it happens very rarely, I witnessed it 3 to 4 times in the last 3 months, only on my home PC.

And whatever I allowed/blocked was successfully "registered" despite the error message.

Same here. It happens randomly enough that it would be just about impossible to capture with Process Monitor. I have seen it many times over the years but could never make it happen on demand.

    thanks
did you find out in the event log sometime when you shut down the pc a warning t has been saved to the
    Code:
registry of the user ME while an application or service was still using during the time of disconnection. The memory of the user's registry has not been released. The registry will be downloaded will no longer be used.

The error is often caused by services running as a user account. Try to configure the execution of the services, such as account, as LocalService or NetworkService.

I am using 6 and have seen it once with 6. I have seen it many more times with 4 and 5.

    I don't remember seeing that, but I'll re-check once I'm home.
